310 GNSS-Based Indoor Positioning and a Summary of Indoor Techniques 10 dB, which is far too low to allow the penetration of walls and other structures. One usually considers that, unless the building is wooden, attenuation generated by structures when a radio signal penetrates, at 1.575 GHz, is between 15 and 30 dB. As it was not possible, at that time, to change the code s length because of the navigation message (see 7 for more details on the global structure and induced limitations of the C/A code), the only possible direction for GPS was to develop more sensitive receivers. The various techniques are given in the following. For three or four years, from roughly 2000, a lot of effort was made on investigating this approach, which nally appears not to be the de nite answer to the indoor problem. Nevertheless, it has enabled GPS manufacturers to propose receivers that nowadays can work inside a car equipped with an athermic windscreen.2 This was obviously not the rst goal but still remains an interesting result. The Galileo program had to be more ef cient with regard to indoor positioning. So, the European Union decided to introduce the concept of local elements as a fundamental difference between Galileo and GPS. The timing of this decision coincided with the time when all manufacturers said that high sensitivity receivers would solve the problem. Thus, a universal solution was foreseen at that time. Unfortunately, as is often the case with the great programs, once someone has a miracle solution, no other idea is investigated. So, when the high sensitivity approach, together with the almost only back-up solution (namely UWB), appeared not to be the ultimate answer, no other acceptable solution was available.3 The solutions described below are intended to present the state of the art of the most promising approaches based on the use of satellite navigation signals. Of course, as stated in the introduction to 9, competition exists between solutions that require a local infrastructure and the others. Not having to add more relays or base stations is better, but although a great deal of technical and nancial effort has been put into nding a solution, no results have been obtained yet. Thus, no-infrastructure solutions do not resolve the problem, although they do improve indoor performance.

This section deals with the transfer of signaling messages over one signaling link directly connecting two signaling points. Signaling messages delivered by upper hierarchical layers are transferred over the signaling link in variable-length signal units. The signal units include transfer control information for proper operation of the signaling link in addition to the signaling information. The signaling link (layer 2) functions include:
