Although perceptual video quality is rather limited for low bit rates, frame rates and resolutions, mobile multimedia streaming applications are becoming more and more popular. It is thus essential to guarantee a required level of customer satisfaction, de ned by the perceived video stream quality. It is important to choose the compression parameters as well as the network settings so that they maximize the end-user quality. Due to video compression improvements of the newest video coding standard H.264/AVC (ITU-T H.264, Series H, Mar. 2005), video streaming at low bit and frame rates is possible while preserving its perceptual quality.
